Who is impacted by ordinance No 21-14 of 2021.

 

  • If a property is built before 1978, landlords are now required to get a lead safe certification every 3 years. The certification is required to issue or renew a rental license.

  • If the home that you would like to sell was constructed before 1978 then a lead inspection must be conducted within 6 months of the transfer inspection proccess.

  • Day-Care facilities are now required to have a lead inspection performed within 6 months of the issuance of a certificate of occupancy.

 

Pricing

The fee for this service is based upon the # of bedrooms on the property. Norristown Borough requires that each property (not each rental unit) to be tested (i.e. a duplex is considered 1 property. Our price list is as follows:

 

Efficiency & Studio - $200

1 Bedroom - $200

2 Bedroom - $225

3 Bedroom - $250

4 Bedroom - $275

5 Bedroom - $300

Add $25 incremental cost for each additional bedroom

How It Works

You submit your property address along with information on how you’d like us to access the property (Tenant Information, Property Manager Information, or Lockbox Information).

One of our technicians will reach out to set up an appointment within 24-48 hours and perform the test. After we take the samples they will be overnight mailed to the EPA labratory for analysis.

In 5 business days we will have your results ready and you will be sent an invoice. As soon as that invoice is paid your results will be delivered to you via email along with instructions on how to file them with the city.

 Lead Safe Certification

  • Our company will arrange an appointment with your tenant(s) to perform the lead test. This test consists of “swabbing” each of the bedrooms’ floors, the windowsills (2 tests per bedroom), and one common area (usually a kitchen or a living room).  

  • Submit each of the samples to our 3rd party laboratory for a detailed test of each sample.  The lab takes approximately 5 business days to provide results (but can be sooner if you want to pay for expedited service).

  • Once the laboratory completes your analysis, our simplified service will provide you with the following:

    • Lead Safe Certification

    • Laboratory Report 

    • Filing instructions for Public Health Department

In the unlikely case, if an area of the house fails the test (98% of our tests pass), we will come back and retest after you remediate the area that has failed.
